State not appearing
Why a fact did not become governed state.
| Check | Why |
|---|---|
| Is it in the right session and scope? | State is only visible to its scope and its children |
| Is it still in formation? | Unconfirmed items are visible but do not satisfy gates |
| Has it decayed? | Items below the relevance threshold become terminal |
| Was it merged under another key? | Check the key; it may have updated an existing item |
| Did the request fail? | Check the API response; 4xx errors explain the problem |
